| | Below is the current status of progress on three initiatives, "Support for sound household budget management," "Provision of educational information on the sound use of consumer finance" and "Initiatives for Safety-Net establishment."

| | (1)Promotion of Consistent and Well Planned Repayment in Terms of Revolving Transactions |
| | | The 7 Companies agreed and will provide products that will have repayment within a maximum of 5 years, and promote consistent and well-planned repayment by users while maintaining the convenience of revolving transactions. Also the 7 Companies will support well-planned repayment plan development for users by providing leaflets as well as repayment plan charts on each company's homepage.

| | (2)Development and Introduction of "Consumer Activity Diagnostic Service" |
| | | To promote the appropriate borrowing, the 7 Companies are presently producing a "check sheet" for users and general consumers to conduct self-checks in order to review their consumption activities and expenditures. The contents will be developed under the supervision of experts, and will be reflected in the leaflet (to follow) and provided to the users of the 7 companies. Also, it will be available on the internet site (including mobile phone site) (http://www.kakei-shindan.jp). |

- Content:The tendency of user's consumption activities and expenditures will be divided in to 3 types (Overspend type, Caution Needed type, Well-managed type) analyzed by yes-no questions and explain the points that need more caution and improvement.
On the internet site, the points that need more caution and improvement by analyzing the user's consumption activities and expenditures with more detailed questions will also be explained.

| | (3)Development and Introduction of "Household Budget Management Diagnostic Services" |
| | | In order to prevent multiple debtor problems, the 7 Companies will also provide the income and expenditure chart under the supervision of specialists by the end of July at each of their branches. The List is being prepared for users worried about repayment and users who have been turned down for loan requests after review results. It will be also be available on the internet site (including mobile phone site) (http://www.kakei-shindan.jp). In addition, upon the request of users or as a result of the diagnosis, we will provide counseling services to users about household financial management and repayment via the Customer Satisfaction section of the 7 companies. We will also introduce them to third party institutions, such as Japan Credit Counseling Association, Japan Consumer Finance Association and Money Lender's Association based upon each user's situation. |

| | | We will create and distribute free educational leaflets focusing on the timing before borrowing in order to promote appropriate borrowing. It will outline basic information required for self-assessment to be completed by users or to check the appropriateness of the borrowing amount. Together with the "Consumer Activity Diagnostic Service," it will be distributed to users of the 7 Companies, with not only the necessary points of awareness with regards to cashing acts, along with the repayment plan chart for revolving products. A Production Committee consisting of knowledgeable persons and specialists to review the contents was formed and is involved in the production. |
